My client doesn't have a passport or driver licence. What are their options?

What to do when a client doesn't have a valid accepted ID document for an APLYiD verification. This guide is for APLYiD Core (app.aplyid.com or app.aplyid.co.uk).

Quick answer

Your client needs a current, government-issued photo ID to complete an APLYiD verification. A passport, driver licence or national ID card from almost any country will work.

If they don't have one, APLYiD can't verify them. Check whether they have any other current government photo ID. If they don't, verify them another way under your own AML/CFT programme, for example with certified copies of their documents.

Over 16,000 types of government-issued photo ID are accepted. With an ID from outside your region, your client's details may not be checked against data sources. See Can I verify a client who is overseas or has a foreign ID?

What are the options if my client has no accepted ID?

1. Use another current government photo ID

Ask your client whether they have any other current government photo ID, such as a passport, a driver licence or an ID card from another country. Any of these can be used in the verification.

2. Run a manual verification, if you've sighted an NZ or Australian licence or passport

If you've seen your client's NZ or Australian driver licence or passport in person, or as a certified copy, you can check its details with a manual verification. See How do I run a manual verification?

Manual verification can't be used with other documents, such as a bank statement, utility bill or birth certificate.

3. Verify your client outside APLYiD

If neither option works, verify your client under your own AML/CFT programme. This often means collecting and assessing documents such as:

  • certified copies of their ID documents, certified by a trusted referee

  • a birth certificate or citizenship certificate

  • proof of address, such as a bank statement or a letter from a government agency

  • documents from an authorised representative, such as someone with power of attorney

APLYiD doesn't process these documents, so keep them in your own records. Check with your compliance manager about what your programme requires.

For future transactions, the most efficient solution is for the client to obtain a valid passport or driver's licence. This will allow them to complete APLYiD verification quickly and without additional manual steps.

My client's ID has expired

Expired IDs aren't accepted. If your client uses one, the verification goes to Review, so you can decide whether to reject it under your AML/CFT programme. Ask your client to use another current government photo ID, or follow the options above.

My client is under 18

Clients under 18 can be verified if they have a current passport or driver licence, but the verification may go to Review. Younger clients usually don't appear in other data sources, such as the credit bureau, so their details can't always be matched. If it does go to Review, check the result and decide whether to approve it under your AML/CFT programme.
